HKSTP Hosts Inaugural AI for Empowering Learning and Teaching Funding Programme Seminar
(Hong Kong, 29 January 2026) — Hong Kong Science and Technology Parks Corporation (HKSTP) hosted a seminar on the AI for Empowering Learning and Teaching Funding Programme at Hong Kong Science Park on 26 January, drawing nearly 200 participants, including over 150 primary and secondary school principals and teachers, as well as practitioners in the innovation and technology (I&T) sector. Organised by HKSTP with strong support from Kowloon Region School Heads Association and The Association of Hong Kong Chinese Middle Schools, the seminar focused on the strategic use of the Education Bureau's AI for Empowering Learning and Teaching Funding Programme – providing HK$500,000 for each school. The event provided school leaders and decision-makers with a one-stop platform to explore, compare, and connect with suitable AI education solutions, supporting the development of school-based AI procurement decisions and teaching blueprints.
HKSTP First Builds a One-Stop I&T-Education Platform on "AI+ Education"
Through policy sharing, cross-disciplinary exchanges, panel discussion and solution demonstrations, the seminar helped school decision-makers understand practical pathways to deploy funding more effectively. HKSTP brought together 16 local AI education technology (EdTech) companies to showcase their solutions, directly bridging Science Park-developed AI technologies with school needs and demonstrating how Hong Kong-developed R&D can deepen the integration of I&T and education.
The seminar was officiated by Mr Lawrence Tang Fei, MH, Legislative Council Member (Education Functional Constituency); Principal Liang Kwun Fan, Chairman of Kowloon Region School Heads Association; and Mr Eric Or, Chief Ecosystem Development Officer of HKSTP.
Mr Eric Or, Chief Ecosystem Development Officer of HKSTP, stated in his welcome address: "AI is not merely a technology, but a transformative force reshaping teaching and learning, school administration, and education quality. This seminar aligns with the direction set out in the National 15th Five-Year Plan to ‘vigorously advance AI+ initiatives', marking HKSTP's first systematic push anchored on 'AI+ Education’, strengthening Hong Kong Science Park’s role as a hub for educational AI."
Mr Lawrence Tang Fei, MH, Legislative Council Member (Education Functional Constituency), shared: "Discipline-based education generally covers three areas — curriculum and learning materials, pedagogy, and assessment. I suggest prioritising AI support for assessment to analyse each student’s performance by subject and by question, to develop more precise and targeted learning materials and teaching strategies. This better reflects the principle of teaching in accordance with students' abilities."
Principal Liang Kwun Fan, Chairman of Kowloon Region School Heads Association, emphasised the importance of collaboration in his opening address: "As the sector advances AI-enabled teaching, the School Heads Association hopes that schools in close proximity or with similar teaching characteristics and philosophies will have more opportunities to collaborate, generate synergy, bring stakeholders together and accelerate impact.”
Principal Kan Wai-hung, Chairman of The Association of Hong Kong Chinese Middle Schools shared in the panel discussion: “Looking ahead to the next three to five years, AI will fundamentally reshape the form and substance of primary and secondary education. HKSTP can play a key role in assisting schools to make more precise and forward-looking decisions by leveraging its ecosystem, providing a collaborative platform between schools and EdTech ventures. Through this platform, schools can understand cutting-edge AI tools and application scenarios and gain opportunities for pilot cooperation.
From Policy to Implementation: 16 Science Park Companies Present Deployable, Manageable and Scalable AI Solutions
The panel discussion on "AI and Education" was moderated by Mr Martin Liu, Assistant Director of AI and Data at HKSTP, and featured Mr Lewis Fung, Managing Director of SenseTime Hong Kong and Macau, Principal Kan Wai Hung, Chairman of The Association of Hong Kong Chinese Middle Schools, and Mr Jonathan Choy, Associate Director of Talent Acquisition, Engagement and Career Advisory at HKSTP, exchanging views on AI teaching trends, application scenarios, and implementation challenges. Mr Wellington Wang, Associate Solution Sales Director, Education & Healthcare of Government Business Dept, Enterprise Business, Hong Kong Representative Office of Huawei International Co., Ltd., also shared insights on 2026 AI development trends and educational applications.
At the onsite exhibition, 16 AI-powered EdTech companies from Science Park showcased their solutions, covering:
- Language learning and teaching assistance
- Writing instruction and marking/feedback support
- STEM/programming tutoring and interdisciplinary activity design
- Whole-subject assessment and learning data analysis
- School administration workflows and teaching management support
Participants also visited SenseTime's AI experience showroom, moving from demonstrations and trials to direct solution matching to support school-specific deployment.
