Oriental Materials Launches Semiconductor Equipment Manufacturing Base Project at Yuen Long InnoPark
(Hong Kong, 16 March 2026) – Hong Kong Science and Technology Parks Corporation (HKSTP) and Oriental Materials Hong Kong Limited (Oriental Materials) today held the launch ceremony for the “HKSTP x Oriental Materials Semiconductor Equipment Manufacturing Base Project" at Yuen Long InnoPark.
Oriental Materials will establish Hong Kong's first production base dedicated to the R&D and manufacturing of innovative front-end semiconductor and integrated circuit (IC) equipment at Yuen Long InnoPark. The project marks an important step forward for Hong Kong’s microelectronics industry, moving from research and pilot-scale development towards advanced manufacturing, and injects fresh momentum to the city’s push for new industrialisation. The project also receives the support from the Vetting Committee of New Industralisation Acceleration Scheme (NIAS).
The launch ceremony was officiated by Professor Sun Dong, Secretary for Innovation, Technology and Industry; Mr Kevin Choi, Permanent Secretary for Innovation, Technology and Industry; Mr Ivan Lee, Commissioner for Innovation and Technology; Dr Ge Ming, Commissioner for Industry (Innovation and Technology); Dr Sunny Chai, Chairman of HKSTP; Mr Terry Wong, CEO of HKSTP; Mr Wang Yongchao, Chairman of Henan Oriental Materials Co., Ltd.; and Mr Nie Yuankun, CFO of Henan Oriental Materials Co., Ltd.
The semiconductor and IC industry has been identified as one of the key strategic industries under the nation’s 15th Five-Year Plan as well as the strategic industrial development direction advocated by the HKSAR Government's Hong Kong Innovation and Technology Development Blueprint. The Government has pledged stronger support for capable and key enterprises to establish industrial R&D and production bases in Hong Kong, in line with the national strategic direction of developing new quality productive forces as well as building a modernised industrial system.
Oriental Materials plans to invest over HK$800 million to establish a new semiconductor equipment manufacturing base under the Microelectronics Centre Expansion (MECX) at Yuen Long InnoPark. The project will create new production lines for the manufacturing of semiconductor equipment and pilot test validation. Advanced semiconductor equipment including furnace systems, etching equipment, and Chemical Vapour Deposition (CVD) equipment will be manufactured in the first phase. The project is expected to strengthen collaboration with research resources and help expand into global markets and will receive a maximum of HK$200 million subsidy from NIAS.
Professor Sun Dong, Secretary for Innovation, Technology and Industry, remarked in his address: "The National Two Sessions have just concluded. The national ‘15th Five-Year Plan’ emphasises promoting the deep integration of technological innovation and industrial innovation, building a modern industrial system with advanced manufacturing as the backbone, and consolidating and strengthening the foundation of the real economy. The HKSAR Government has long been supporting the development of the semiconductor and microelectronics industries in Hong Kong and is actively building a local microelectronics ecosystem. Established in September 2024, the Hong Kong Microelectronics Research and Development Institute leverages the sophisticated industrial chain and vast market of the Greater Bay Area to drive the “one-to-N” transformation of research outcomes and industrial development. In addition, this year’s Budget has earmarked about HK$220 million for establishing in Hong Kong the first national manufacturing innovation centre outside the Mainland, to focus on semiconductor-related research and development, so as to create a clustering effect, further enhance Hong Kong’s microelectronics ecosystem, and contribute to the nation’s original innovation and technological breakthroughs in the semiconductor field."
Dr Sunny Chai, Chairman of HKSTP, stated: "As the nation embarks on the new journey of the 15th Five-Year Plan and has clearly supported Hong Kong’s development into an international innovation and technology (I&T) centre, Hong Kong is facing a major opportunity to grow its microelectronics industry. Oriental Materials' plan to land in Yuen Long InnoPark is not only an important milestone in collaboration between HKSTP and industry, but also a pivotal breakthrough for Hong Kong as it advances microelectronics development and new industrialisation. HKSTP will continue to work closely with the HKSAR Government and partners across industry, academia and research to bring more hard-tech achievements – researched, piloted and manufactured in Hong Kong – to market, and to fuel long-term growth in our microelectronics value chain."

Mr Arnold Lau, Associate Director-General of Investment Promotion at InvestHK, attended the event and stated that InvestHK provides one-stop support to Chinese Mainland enterprises like Oriental Materials, helping them use Hong Kong as their strategic gateway to expand globally and connect with international opportunities.
Bringing Advanced Front-End Equipment Manufacturing to Hong Kong, with a Global Outlook
Oriental Materials has been focusing on the R&D and production of front-end semiconductor equipment, key components, and materials and has achieved many breakthroughs in these areas. Chairman Wang Yongchao has more than 20 years of the industry experience and has held roles in core integration functions at leading global semiconductor companies. He brings in extensive experience in microelectronics materials, equipment, and process integration. Oriental Materials’ experience in original self-reliance in the microelectronics sector is expected to inject new momentum into Hong Kong’s microelectronics value chain, generate synergies with companies in the Hong Kong Science Park, and further strengthen the city’s overall industrial competitiveness.
HKSTP Strengthens the "R&D – Pilot Testing – Mass Production" Value Chain
In recent years, HKSTP has been actively building a vibrant microelectronics ecosystem, with more than 280 microelectronics-related companies already operating across its premises. To further strengthen the local industry chain, HKSTP is pressing ahead with the Microelectronics Centre Expansion (MECX) at Yuen Long InnoPark. Upon completion, the expansion will provide 7,500 sqm of space and specialised workshops to support companies in extending from "design & R&D" into "advanced manufacturing," this will help accelerate the full journey from "R&D to pilot testing to mass production, supporting the upgrading of Hong Kong’s microelectronics industry.
