HKSTP Launches Full-Speed Development of INNOPOLE at San Tin Technopole

(Hong Kong, 16 October 2025) — In last year’s Policy Address, the HKSAR Government announced that approximately 20 hectares of new land designated for innovation and technology (I&T) usage in the San Tin area of the Northern Metropolis' San Tin Technopole will be progressively transferred to the Hong Kong Science and Technology Parks Corporation (HKSTP) for development and operation starting from 2026/27.
Today, HKSTP officially named the San Tin Technopole campus as “INNOPOLE”. The first phase of development will involve approximately 2.5 hectares of land. Through strategic collaboration and synergising with the technology clusters in the Greater Bay Area, INNOPOLE aims to establish a comprehensive I&T value chain, positioning Hong Kong as a leading hub for innovation-driven industries and driving economic growth.
Dr Sunny Chai, Chairman of the HKSTP, said, "San Tin Technopole serves as a strategic base for Hong Kong’s I&T sector. HKSTP is fully committed to advancing the development of INNOPOLE, with the goal of expediting its commissioning and operation. By leveraging the unique advantages of the 'One Country, Two Systems' framework, we aim to foster high-quality development in Hong Kong. This includes promoting emerging and transformative industries through the 'AI+' initiative, cultivating new quality productive forces, creating diversified and high-skilled employment opportunities, and driving sustainable economic growth. Ultimately, these efforts will further solidify Hong Kong’s position as an international I&T hub."
Name Embodies Anchoring Role in I&T Ecosystem
The newly named “INNOPOLE” at HKSTP’s San Tin Technopole Campus is positioned as a central hub for shaping the future of I&T. The name embodies its role as a foundational pillar of the I&T ecosystem, highlighting its mission to fuel industry growth and enable breakthrough advancements. INNOPOLE is poised to open a new chapter in Hong Kong’s innovation landscape and serve as a powerful engine for the city’s next wave of economic growth.
Mr Terry Wong, CEO of HKSTP, said, “INNOPOLE will adopt a public-private partnership development model, which is designed to leverage the strengths and resources of both government and private entities to optimise resource use and accelerate construction. Over 20 enterprises have expressed interest to participate in the project, reflecting a positive and enthusiastic response from various sectors and enterprises. The campus is currently undergoing master planning studies and will closely align with the ‘Conceptual Outline of the Development Plan for the Innovation and Technology Industry in the San Tin Technopole’, which the Innovation, Technology and Industry Bureau will announce later this year.”
Over the coming months, HKSTP will progressively sign Memorandum of Understanding (MoUs) with several institutions across diverse sectors to jointly advance the development of INNOPOLE. These strategic partnerships will cover key areas including high-performance computing (HPC), Good Manufacturing Practice (GMP) and gerontech, laying a strong foundation for the project’s accelerated development and promoting deep, cross-sectoral cooperation over the long term.
Driving Emerging Industries with AI+ and Enabling Agile, Future-Ready Development
The first phase of INNOPOLE is scheduled to commence in early 2027, spanning approximately 2.5 hectares. This phase will see the construction of office spaces, talent accommodation, low-altitude economy, and infrastructure such as edge computing facilities and GMP facilities. These core components are designed to provide the groundwork for the long-term growth of the city’s I&T industries.
With more than 20 years of experience in fostering I&T development, HKSTP has cultivated a thriving I&T ecosystem in the Hong Kong Science Park, supporting over 500 AI-focused startups and more than 5,000 AI talent professionals. HKSTP will harness the AI+ initiative to accelerate industry transformation, empower the upgrading of traditional sectors, and drive the diversification of Hong Kong’s economy.
Through AI+, HKSTP aims to propel the growth of next-generation industries such as life and health technology, advanced materials, new energy, microelectronics, and electronics. By integrating digital innovation with Hong Kong’s traditional strengths, this AI-driven strategy proactively responds to societal needs.
INNOPOLE will provide additional dedicated space for I&T, attracting enterprises and talent to establish a presence in Hong Kong. This will foster collaboration across the upstream, midstream, and downstream segments of the I&T value chain.
By directly transforming innovative concepts into economic value, INNOPOLE will build a robust “1 to 100” I&T value chain that generates GDP growth for Hong Kong. Evolving in tandem with technological progress, INNOPOLE will develop diverse I&T technologies while actively driving frontier fields. Leveraging Hong Kong's cross-sector advantages, it will accelerate breakthroughs in these cutting-edge fields. This forward-focused platform prepares emerging talent and society for tomorrow's challenges while generating transformative opportunities.
