HKSTP Supports the Conceptual Outline of the Development Plan for the I&T Industry in the San Tin Technopole
(Hong Kong, 21 November 2025) — Hong Kong Science and Technology Parks Corporation (HKSTP) fully supports the “Conceptual Outline of the Development Plan for the Innovation and Technology Industry in the San Tin Technopole” (“Conceptual Outline”) released by the Government. The Conceptual Outline puts forward a clear strategic direction, development model, and industrial spatial layout for approximately 210 hectares of land designated for innovation and technology (I&T) in San Tin Technopole, part of the Northern Metropolis.
The Conceptual Outline sets out three key strands: providing space for prototyping, pilot production, and small-scale manufacturing to support the growth of high-quality local I&T industries; pooling global I&T resources and talent; and offering land of larger scale to support the development of strategic I&T industries. These include life and health technologies, AI and robotics, microelectronics and smart devices, new materials, new energy, and green technologies.
The development will centre on building an I&T industrial system with advanced manufacturing at its core, driving the growth of new quality productive forces and reinforcing Hong Kong’s position as an international I&T hub.
Dr Sunny Chai, Chairman of HKSTP, said, “The Conceptual Outline sets out a clear development roadmap and strategic plan for San Tin Technopole, and we are greatly encouraged by its vision. As a key project for driving I&T development, San Tin Technopole offers multiple unique geographical advantages. The Conceptual Outline proposes a structured approach comprising three key strands, three development hubs, and three industry development corridors, to be implemented in a phased and orderly manner. Under the National 14th Five-Year Plan and the recommendations for the 15th Five-Year Plan for Hong Kong as an international I&T hub and Hong Kong's new industrial layout of a South-North dual engine (finance-I&T) in the future, the San Tin Technopole will become a stronghold for the future development of emerging technology industries in Hong Kong and an important base for developing new quality productive forces. HKSTP will fully align with and accelerate the development of INNOPOLE, while expanding the I&T ecosystem, attracting enterprises and talent, and leveraging Hong Kong’s international advantages to strengthen its role as a bridge between the Mainland and the global market.”
The approximately 20-hectare INNOPOLE site within San Tin Technopole San Tin area will be developed and operated by HKSTP. HKSTP will fully align with the strategic direction set out in the Conceptual Outline. It will foster collaboration across the upstream, midstream, and downstream segments of the I&T industry and develop a "1 to 100" I&T value chain. Leveraging Hong Kong's unique "Bringing in and Going Global" advantages, INNOPOLE will accelerate the development of San Tin Technopole, transforming innovative ideas into economic value and driving Hong Kong's GDP growth.
