HKSTP and PhIRDA Sign MoU to Support Mainland Biopharma Going Global via Hong Kong
(Hong Kong, 12 May 2026) — Hong Kong Science and Technology Parks Corporation (HKSTP) and the China Pharmaceutical Innovation and Research Development Association (PhIRDA) today signed a memorandum of understanding at Hong Kong Science Park. Under the agreement, the two parties will jointly establish a collaboration platform to help pharmaceutical and biotechnology companies from Mainland Chinese interface with key stages including clinical translation, global regulatory registration, international partnerships, investment and financing, and commercialisation and market expansion, thereby accelerating the entry of China’s innovative medicines into international markets.
Dr Ming Ge, Commissioner for Industry (Innovation and Technology) of the Innovation, Technology and Industry Bureau, attended the signing ceremony as a witness. He said Hong Kong is making every effort to facilitate life and health enterprises to establish and develop locally in emerging and future industries, including innovative drugs, innovative diagnostics and innovative therapies. He added, “The memorandum of understanding signed between HKSTP and PhIRDA will pool the strengths and resources of both places, promote the deeper integration of the medtech innovation chain and the industrial chain, and further consolidate Hong Kong’s status as an international innovation and technology centre.”
Mr Terry Wong, CEO of HKSTP, said in his remarks: “Hong Kong is a strategic gateway for the nation’s innovative medicines to reach the world. With the unique advantage of being backed by the Motherland and connected to the world, Hong Kong can effectively link the Chinese Mainland’s pharmaceutical innovation momentum with international resources. At present, Hong Kong Science Park is home to more than 330 life and health technology companies. This memorandum creates a fast track purpose‑built to help Chinese Mainland pharmaceutical companies ‘go global’, shortening the time from clinical development to global commercialisation. We look forward to working closely with PhIRDA to bring more of Chinese Mainland’s innovative medicines to people worldwide and to further consolidate Hong Kong’s position as an international hub for biopharmaceutical R&D and investment.”
Ms Feng Lan, Vice President of PhIRDA, expressed high expectations for the collaboration, saying it would fully leverage Hong Kong’s unique institutional advantages and financial dynamism. She said: “We are very pleased to see the Hong Kong SAR Government’s determination to embrace the biopharmaceutical innovation ecosystem. We have come with a delegation precisely in the hope of working with HKSTP as our partner to help Chinese pharmaceutical companies expand onto the global stage.”
A Strong Alliance: Aligning Full Industry‑Chain Resources with International Standards
PhIRDA comprises 164 member organisations spanning leading pharmaceutical companies, R&D enterprises, medical device companies, clinical institutions, research organisations and investment institutions, forming a complete industry innovation chain. Since 2023, HKSTP and PhIRDA have been working closely together. This memorandum of understanding will focus on enterprise establishment in Hong Kong, clinical translation, global regulatory registration, investment and financing matchmaking, industry exchange, cross‑border collaboration, and commercialisation and market expansion, helping Mainland biopharmaceutical companies use Hong Kong as a strategic hub to connect with the Greater Bay Area, Asia and global markets.
Looking ahead, HKSTP will continue to serve as a co‑ordinator of the innovation and technology ecosystem. Leveraging PhIRDA’s influence in pharmaceutical innovation and investment, the two parties will drive the translation of high‑value outcomes and support enterprises along the journey from research and development to commercialisation, with the goal of building Hong Kong into a world‑leading hub for life and health technology innovation.
