HKSTP and SenseTime Join Forces to Build Hong Kong's Largest Domestic AI Data Centre
(Hong Kong, 16 June 2026) — Hong Kong Science and Technology Parks Corporation (HKSTP) today signed a Memorandum of Understanding (MoU) with SenseTime to launch a strategic collaboration on artificial intelligence (AI) computing infrastructure and the AI industry ecosystem. The two parties will join hands to build the largest domestically developed AI Data Centre (AIDC) in Hong Kong, with a target computing capacity of 40,000P+ (PetaFLOPS) by 2030.
The collaboration will serve as core AI infrastructure for the large-model era, providing high-performance computing support to a wide range of industries, accelerating the practical deployment of Hong Kong's AI industry, and further enhancing the city's competitiveness in global innovation, technology, and AI development. It will also support the national efforts to advance the "Artificial Intelligence+" (AI+) initiative and accelerate the planning and development of new infrastructure such as computing power networks.

Computing power is core infrastructure for furthering AI technologies. In line with the national 15th Five-Year Plan and HKSAR Government's strategic direction to promote "AI for All", the project will be advanced in phases. The first phase is expected to be completed by the end of this year, with the goal of establishing an AIDC with a computing capacity of 40,000P before 2030. Equipped with a diverse range of domestically produced GPU computing clusters, the AIDC will provide enterprises with efficient and reliable computing support across a range of use cases, including model training, inference, and large-scale application deployment.
As Hong Kong's largest I&T flagship, HKSTP has cultivated a vibrant I&T ecosystem through more than 20 years of dedicated effort. SenseTime has achieved rapid growth since inception, becoming the Science Park's first unicorn company and subsequently listing successfully on HKEX. This fully demonstrates the strength of Hong Kong's I&T enterprises in expanding onto the international arena.
As large-scale model applications shift rapidly from training-driven to inference-driven, token consumption has become a crucial factor in scaling AI deployments. A stable, cost-effective and sustainable supply of computing power will directly influence model service costs, application iteration speed, and the efficiency of enterprise AI deployment. The development of this AIDC will not only provide Hong Kong with foundational computing power support for the large-model era but also, through deep integration across computing power, models and applications, help the city create more benchmark AI applications in high-value sectors such as finance, education, healthcare, urban governance, smart offices, and content generation.
The event also showcased a range of SenseTime's large-model products and applications, including SenseAvatar, the AI video-generation agent "Seko", and "Office Raccoon". Spanning use cases such as financial customer service, infographic production, film and short-video generation, and smart office solutions, these offerings demonstrated how AI technology empowers a wide range of industries and accelerates the practical adoption and commercialisation of innovative outcomes.
