Mr. Victor Lam majored in Computer Science at the University of Hong Kong. After graduation, he joined the Government of Hong Kong Special Administration Region in August 1985 as the Director of System Analysis and Programming.

Mr. Lam is expertise in IT and has provided IT services for various government departments including the Housing Department, the Hong Kong Customs and Excise Department, the former Trade Department and the former Information Technology Department. He was appointed as the Government Chief Information Officer on 6 July 2018 who was responsible for promoting the development of information and communication technology, smart city and e-government in Hong Kong.
