National AI Monitoring Sets Up R&D and Pilot Production Base at Advanced Manufacturing Centre in Tseung Kwan O InnoPark
(Hong Kong, 16 June 2026) — Hong Kong Science and Technology Parks Corporation (HKSTP) and National AI Monitoring (Hong Kong) Limited (National AI Monitoring) today held a launch ceremony at Tseung Kwan O InnoPark to announce that National AI Monitoring has officially established its presence at the Advanced Manufacturing Centre (AMC), becoming the first enterprise to move into the Pilot-Scale Manufacturing Laboratory (PSM Lab). National AI Monitoring will set up a research and development (R&D) and pilot production base for artificial intelligence (AI) infrastructure monitoring systems.
The launch ceremony was officiated by Ms Lillian Cheong, Under Secretary for Innovation, Technology and Industry, together with Dr Sunny Chai, Chairman of HKSTP; Mr Terry Wong, CEO of HKSTP; and Mr Jiang Meng, Managing Director of National AI Monitoring (Hong Kong) Limited, who jointly witnessed this significant milestone. Academician Chen Xiangsheng, Member of the Chinese Academy of Engineering, Distinguished Professor at Shenzhen University, and Dean of the College of Civil and Transportation Engineering at Shenzhen University, also delivered a keynote speech at the ceremony, sharing the latest developments on “Empowering the Construction, Operation and Maintenance of Major National Infrastructure with AI.”
Ms Lillian Cheong, Under Secretary for Innovation, Technology and Industry, said: “The 15th Five-Year Plan proposes the construction of a modern industrial system, and pilot production is a crucial link in turning scientific research outcomes into products with commercial values, thereby driving industry development. Hong Kong is now rapidly advancing the development of an international innovation and technology centre, and in the process of transformation and commercialisation of research and development outcomes, there is a need to establish pilot production platforms for various industries. The establishment of a pilot production base in Hong Kong by National Testing Co., Ltd. perfectly showcases the company’s effective use of Hong Kong’s unique advantages under the "one country, two systems" principle in connecting the Mainland and the world, world-class research capabilities, and international business environment—to promote technology verification and industrialisation, and to expand into international markets.”
Dr Sunny Chai, Chairman of HKSTP, said, “Innovation and technology (I&T) is a key engine driving Hong Kong’s high-quality economic development, while advanced manufacturing is a crucial link in the commercialisation and industrialisation of R&D outcomes. Through the PSM Lab at Tseung Kwan O InnoPark, HKSTP provides enterprises with a one-stop platform covering R&D, prototyping and small-batch pilot production. Mr Jiang Meng, Managing Director of National AI Monitoring (Hong Kong) Limited, said, “At the AMC in Tseung Kwan O InnoPark, National AI Monitoring will develop and manufacture intelligent engineering robots and large-scale models for infrastructure safety, advancing research outcomes from the laboratory to engineering applications and creating high-skilled innovation and technology jobs. At the same time, we will strengthen collaboration with local industry, academia and research sectors, deepening the development model of 'R&D in Hong Kong, Manufacture in Hong Kong, connect with the Chinese Mainland and the World', and helping Hong Kong become an internationally competitive I&T hub.”
National AI Monitoring’s parent company, Beijing Dacheng Guoce Technology Co., Ltd., is a national high tech enterprise and a national "Little Giant" enterprise (top enterprises among specialised, high-end and innovation-driven SMEs that provide distinctive products or services). It independently develops automated monitoring systems, sensors, engineering robots and intelligent agent terminals. The company has completed more than 560 automated monitoring projects for national key railway construction, operation and maintenance, and undertaken multiple national-level key research projects, earning widespread recognition for its technical strength and brand credibility.
Within the first three years of its establishment in AMC, National AI Monitoring will invest over HKD 20 million to develop and manufacture products. These products can be widely applied in high-risk construction environments such as rail transit systems, bridges and tunnels. They offer millimetre-level measurement precision and the ability to adapt to complex environments, with their core technologies validated by multiple invention patents.
In line with the HKSAR Government's efforts to drive new industrialisation, HKSTP repositioned its three industrial estates as InnoPark in 2021. The AMC at Tseung Kwan O InnoPark is equipped with scalable production space and houses the first PSM Lab, which supports tech enterprises in transforming prototype products into small-batch production and assists companies in completing product validation, process optimisation, trial production and market introduction in Hong Kong. The laboratory covers fields including life and health technology, AI and data science, advanced manufacturing and new energy technology, further enhancing Hong Kong's advanced manufacturing ecosystem spanning research and development, trial production and mass production.
