HKSTP Welcomes IT Park Uzbekistan ‘s Return visit to Hong Kong Science Park
(Hong Kong, 15 July 2026) — Hong Kong Science and Technology Parks Corporation (HKSTP) continues to deepen innovation and technology (I&T) collaboration with Central Asian countries, taking an active leadership role in connecting the I&T ecosystems of the two regions. Today, HKSTP hosted a visiting delegation from IT Park Uzbekistan at Hong Kong Science Park, and the two parties formally signed a Memorandum of Understanding (MOU) to strengthen co-operation across multiple areas, including technology, talent, and support for enterprises to establish a local presence, among others. This marks a new milestone in advancing cross-regional collaboration in technological innovation.
The MOU signing was jointly witnessed by Ms Cordelia Chung, Chairman of HKSTP, and Mr Farkhod Ibragimov, Chairman of the Supervisory Board of IT Park Uzbekistan. The MOU was signed on behalf of the two parties by Mr Terry Wong, CEO of HKSTP, and Mr Azamat Karamatov, CEO of IT Park Uzbekistan. The collaboration covers areas including artificial intelligence, financial technology, smart city solutions and advanced manufacturing, supporting joint research and development, technology transfer, and the commercialisation of innovative ideas.
To support the rapid growth of start-ups, both parties will recommend promising start-ups to “soft land” in both locations and will support enterprises in establishing a local presence and development by facilitating and supporting areas such as expanding funding channels and market access. This will create a broader platform for enterprises to expand into the Greater Bay Area and, in the future, into Central Asian markets. Both park organisations have also agreed to strengthen I&T community exchanges, encouraging companies and talent to actively participate in each other’s major I&T events and innovation programmes, and to provide shared co-working space support, further deepening the partnership.
Mr Terry Wong, CEO of HKSTP, said: “In recent years, Central Asia has seen rapid growth in I&T and has become one of the most dynamic markets along the Belt and Road. By joining forces with IT Park Uzbekistan, both sides will not only achieve complementary advantages but also promote the two way flow of talent and technology between the two regions. Together, we will seize the initiative amid the global wave of I&T and contribute to building a closer cross-regional I&T ecosystem.”
Mr Azamat Karamatov, CEO of IT Park Uzbekistan, said: “"Hong Kong is one of Asia's leading centers for finance, technology, innovation, and international business. We highly value its role as a gateway to the Asia-Pacific region and believe there is strong potential to build long-term partnerships between our ecosystems."
Hong Kong and Uzbekistan have long maintained close co-operation and exchanges. In May 2026, Mr John Lee, Chief Executive of the HKSAR, led a high-level delegation to Uzbekistan, during which the delegation paid a special visit to IT Park Uzbekistan. During the visit, HKSTP gained a deeper understanding of Uzbekistan’s rapidly developing digital economy ecosystem and exchanged signed copies of a Memorandum of Understanding to explore opportunities for deeper collaboration in areas such as I&T development, talent nurturing and market expansion, thereby building a long-term and solid bridge for I&T co-operation between Hong Kong and Central Asia.
IT Park Uzbekistan’s swift return visit to Hong Kong Science Park and the prompt roll-out of concrete co-operation initiatives reflect both the efficiency and strategic vision of the partnership between the two park organisations and underscore the shared commitment of both sides to translating macro level strategy into tangible outcomes.
Joining Forces to Open a New Chapter of Mutual Benefit and Shared Success
IT Park Uzbekistan brings together more than 1,000 I&T companies and start-up teams across fields such as software development, artificial intelligence and digital trade. As a national-level special economic zone, it offers technology enterprises and talent a range of incentives, including tax concessions, rent concessions and streamlined visa arrangements, and has become a core engine driving Uzbekistan’s digital economy transformation.
Looking ahead, HKSTP will continue to step up efforts to leverage Hong Kong’s unique advantage of being firmly supported by the Chinese Mainland and well connected to global markets, and to promote deeper integration between the I&T ecosystems of the two regions. HKSTP will support I&T enterprises in Hong Kong and the Greater Bay Area in expanding into Central Asian markets, while also fully supporting outstanding Uzbek start-ups in establishing a presence in Hong Kong. By drawing on HKSTP’s research and development strengths as well as its investment and financing platform to accelerate internationalisation, both sides will work together to create a new win-win landscape of mutual benefit.
