HKSTP Supports the Government's Legislative Efforts and commences public consultation on Article 23 of the Basic Law

(Hong Kong, 1 February 2024) – Hong Kong Science and Technology Parks Corporation (HKSTP) supports the HKSAR government to commence public consultation and legislative work on Article 23 of the Basic Law and enacting a new ‘Safeguarding National Security Ordinance’ for Hong Kong. Safeguarding national security is not only a constitutional responsibility but also a key priority for Hong Kong. The timely completion of the legislative exercise will provide a more robust legal framework for national security, fostering a stable and secure business environment. This will allow Hong Kong to focus on its economic development, drive innovation and technology forward, and establish itself as an international hub for innovation and technology.

Dr Sunny Chai, Chairman of HKSTP said, " We firmly believe that enacting Article 23 legislation will bolster the legal framework for national security in Hong Kong and ensure its long-term prosperity and stability. It will also facilitate the growth of the innovation and technology industries. Hong Kong remains one of the freest and most liberal economies in the world. By capitalising on our strengths, we are in an excellent position to attract more innovation and technology enterprises and talent, as well as investors and partners. This will enable Hong Kong to dedicate itself fully to economic development, sustain its leadership in innovation, and make significant strides in the technology sector.”
