HKSTP Welcomes the Government’s Appointment of Ms Cordelia Chung as Chairman
(Hong Kong, 27 May 2026) — The Hong Kong Science and Technology Parks Corporation (HKSTP) welcomes the HKSAR Government’s appointment of Ms Cordelia Chung as Chairman of its Board of Directors. Ms Chung will commence her term on 1 July 2026, succeeding Dr Sunny Chai, who will be concluding his eight-year tenure as Chairman on 30 June 2026.
Ms Chung is renowned for her extensive multinational corporate management and governance experience. She had an illustrious career at the International Business Machines China Hong Kong Limited (“IBM”), where she served for over 20 years holding key positions such as the General Manager of IBM China/Hong Kong and the ASEAN region, as well as Vice President and General Counsel for Asia Pacific. Ms Chung had also been posted to Tokyo, Beijing, Shanghai and Singapore, and was the first Asian female executive to serve on IBM Chairman and CEO's Global Strategy Council responsible for setting global directions for over 140 countries. She is currently independent non-executive director of a number of listed companies, and has been actively contributing to the development of Hong Kong’s higher education sector. Ms. Chung was awarded the Medal of Honour in 2024 by the SAR Government for her contributions to the development of innovation & technology (I&T) in Hong Kong, as well as active participation in public service. She enjoys strong ties with HKSTP having served on its Board of Directors from 2017 to 2023 and was a board director of the HKSTP Foundation Limited, with deep understanding of HKSTP’s mission, operations and the I&T ecosystem.
Ms Cordelia Chung said, “I am deeply grateful to the Chief Executive and the HKSAR Government for their trust and the opportunity to lead HKSTP onto its next journey. My sincere gratitude also goes to Dr Sunny Chai for the solid foundation he laid for HKSTP. This year marks the inaugural year of the National 15th Five-Year Plan. It is also a critical juncture for Hong Kong in further strengthening our role as an international I&T centre, accelerating the development of ‘AI+’, life and health technology, new industrialisation and the Northern Metropolis. I look forward to working closely with the Board and the management team to advance the ‘1 to 100’ I&T value chain in full steam, fostering deeper collaboration across government, industry, academia, research and investment, and enhancing support in areas such as capital, talent, commerialisation and global network. We shall optimise the synergies of the Hong Kong Science Park, Hong Kong Science Park Shenzhen Branch, the three InnoParks and INNOPOLE at San Tin Technopole, as well as work closely with the HKSAR Government to better integrate into the overall development of the country and contribute Hong Kong’s unique strengths to the nation’s high-quality development.”
HKSTP extends its sincere thanks to Dr Chai for his outstanding leadership, commitment and dedication during his eight-year tenure as Chairman of the Board. Under Dr Chai’s stewardship, HKSTP has grown from strength to strength, nurturing 13 unicorns to date and supporting 22 companies in their successful initial public offerings, and have raised approximately HK$168 billion in total. Dr Chai also actively drove key strategic projects, including the Hong Kong Science Park Shenzhen Branch, the three InnoParks and INNOPOLE at San Tin Technopole, laying a solid cornerstone for Hong Kong’s development as an international I&T centre.
Dr Sunny Chai said, “I am indebted to the HKSAR Government for its trust and support. Over the past eight years as Chairman of HKSTP, I have enjoyed collaborating with the Board and colleagues to serve Hong Kong to the best of our abilities in pursuit of our mission to drive I&T development. We are pleased to have seen remarkable progress, with Park companies growing more than fourfold from around 600 to close to 2,600, and with the support of over 1,000 investors and industry partners. As Hong Kong embarks on a critical journey of economic transformation and industry reform, I would like to extend my heartfelt congratulations to Ms Cordelia Chung on her appointment as the new Chairman of the Board. With Ms Chung’s deep insight into Hong Kong’s I&T sector and long-standing association with HKSTP, I am confident that the Corporation will reach new heights, further strengthening Hong Kong’s position as an international I&T centre.”
HKSTP also extends its warm congratulations to Dr Chai on his HKSAR Government appointment as Chairman of the dedicated company for San Tin Technopole, where he will be able to continue to contribute to Hong Kong’s long-term I&T development. HKSTP looks forward to partnering with the dedicated company to continue to build Hong Kong into a leading international I&T city.
The Government also announced the appointment of two new members to HKSTP’s Board of Directors, Professor Philip Chiu and Professor Helen Meng, and the reappointment of seven serving members for a period of two years from 1 July 2026. HKSTP is pleased to welcome Mr Conrad Chan, Ms Dilys Chau, Ms Susanna Hui, Mr Timothy Leung, Dr Samson Tam, Ms Phoebe Tse and Ms Eunice Yung to continue their tenures on the Board. We are also immensely grateful to the outgoing members, Professor Stephanie Ma and Mr Daryl Ng, for their extensive efforts and counsel in advancing the development of HKSTP during their tenures.
