Mr. Donald Choi has over 30 years of global experience as an architect and developer. He is well-versed in both public and private construction projects and firmly believes in harnessing the power of design and technology to empower society. He is currently the Chief Executive Officer of Chinachem Group. Prior to this, he served as the Managing Director of Nan Fung Development and the Director of Foster and Partners. He was also the Authorised Person – Architect for the Hong Kong International Airport Passenger Terminal (HKIA Silver Medal Winner) and numerous infrastructure projects at Chek Lap Kok. The airport was awarded the Top Ten Construction Projects in the World and has won numerous awards, including the Best Airport in the World since its opening in 1998.

Alongside his professional career, Mr. Choi has held multiple leadership roles in NGOs and professional bodies focusing on community, design and innovation. He is the Board Chairperson of the Construction Innovation and Technology Application Centre and a Board member of the Business Environment Council, Hong Kong Design Centre, Hong Kong Green Building Council, and Habitat of Humanity HK. Mr. Choi also serves as an Adjunct Professor at HKU, Vice President of the Real Estate Developers Association of Hong Kong, Trustee of Rhode Island School of Design, Honorary Advisor of the Hong Kong PropTech Association and the Hong Kong Workers’ Health Centre, Advisor of Our Hong Kong Foundation, Member of the Council for Carbon Neutrality and Sustainable Development, Land and Development Advisory Committee, HKTDC Infrastructure Development Advisory Committee, Advisory Committee of PolyU Jockey Club Design Institute for Social Innovation, CUHK Architecture Professional Advisory Committee, HKU Campus Development and Planning Committee, Hospital Governing Committee [HGC] of Hong Kong Eye Hospital & Kowloon Hospital, and Chairman of Sub-committee on Capital Works of the HGC of North District Hospital. He was the Former President of Hong Kong Institute of Architects and the Hong Kong Institute of Urban Design, and the former Chairman of the Architects Registration Board, HKSAR.




Vice-Chairman

Ir. HON Chi Keung

GBS, JP

Ir. Hon Chi Kong joined the civil service after graduating from the University of Hong Kong in 1980. He had worked in different engineering works departments before his retirement as Permanent Secretary for Development (Works), HKSAR Government in 2018.  In the earlier dates of his engineering career, he was instrumental to the completion of a number of major infrastructural projects including the Strategic Sewage Disposal Scheme Stage I, various flood alleviation projects and Central-Wanchai Bypass.  More recently during his tenure in the Development Bureau, he instigated regeneration of the construction industry by advocating the “Construction 2.0 – Time to change” roadmap. 

Ir. Hon holds a Bachelor of Science degree in Engineering and a master degree in Public Administration from the University of Hong Kong.  He also holds a degree in Bachelor of Laws (external degree) from University of London.  He is a fellow of the Hong Kong Institution of Engineers, Institution of Civil Engineers and Hong Kong Academy of Engineering Sciences.

Ir. Hon joined the Hong Kong Institution of Engineers as Chief Executive of Secretary since September 2020. He retired from this position with effect from July 2023.

Mr.Eddie Mak Tak Wai

Mr. Mak is the Permanent Secretary for Innovation, Technology and Industry of the Government of the Hong Kong Special Administrative Region.

Mr. Mak joined the Administrative Service in 1991 and has served in a number of policy bureaux and departments, including the former Information Technology and Broadcasting Bureau, the Civil Service Bureau, the Hong Kong Economic and Trade Office, Washington and the Post Office. He was Hong Kong Commissioner for Economic and Trade Affairs, USA from July 2018 to September 2021, and served as Director, Celebrations Coordination Office from January to July 2022.

Executive Director and Managing Director, Man Yue Technology Holdings Limited

Mr. Eugene Chan Yu Ching

Mr. Eugene Chan serves as the Executive Director and Managing Director of Man Yue Tech Group. He holds a Bachelor's degree in Applied Science from the University of British Columbia in Canada, majoring in Electronic and Electrical Engineering. With over 20 years of extensive experience in the electronic components industry, Mr. Chan received the Young Industrialist Awards of Hong Kong in 2008. Under his leadership, Man Yue Tech Group has not only become the world's No. 4 Aluminum Polymer manufacturer and No. 8 Aluminum E-cap manufacturer but has also broken the foreign monopoly on key components in the electronics and new energy industries.

In recent years, as the global push for energy transformation and carbon neutrality has gained momentum, Mr. Chan has been actively involved in the new energy sector, focusing on the development and application of innovative energy storage systems.

Mr. Chan currently holds several prominent positions in various professional organizations, including serving as the Executive Vice President of the Hong Kong Young Industrialists Council. He is also a General Committee Member of the Hong Kong Federation of Industries, Convenor of the Computer, Electronic & Optical Industry Committee of CMA, Executive Committee Member of the Hong Kong Electronic Industries Association, Executive Committee member of the FHKI Hong Kong Electronic Industries Council, Committee Member of the Hong Kong Economic & Trade Association, and Advisory Committee Member on Applied Physics of the Hong Kong Polytechnic University etc.

Prof. Stephanie Ma Kwai Yee

Prof. Stephanie Ma obtained her B.Sc. (Cell Biology and Genetics) and M.Sc. (Experimental Medicine) degrees from the University of British Columbia in Vancouver, Canada. She then graduated with a Ph.D. degree from The University of Hong Kong (HKU) with an outstanding ranking and received the Li Ka Shing Prize for the Best PhD Thesis of that year. Since then, she has worked at The University of Hong Kong where she is currently Professor and Associate Director (Knowledge Exchange and Global) in the School of Biomedical Sciences at the Li Ka Shing Faculty of Medicine.  Prof. Ma is also a Principal Investigator at the State Key Laboratory of Liver Research at HKU. Her research interests are in understanding how a more undifferentiated and stemness state in cancer can contribute to therapy resistance and tumour recurrence. She is the recipient of the 2008 Young Scientist Award in Life Sciences from the Hong Kong Institution of Science, the 2014 Croucher Innovation Award, the 2014 Scientific Research Outstanding Achievement Awards (Second-class Award in Science and Technology Section) from the Higher Education Institution of China, the 2017 University of British Columbia Alumni Builder Award (Canada), the 2021 Research Grants Council (RGC) Research Fellow Scheme as well as the 2023 Croucher Senior Research Fellowship.  Prof. Ma is a Founding Member of the Hong Kong Young Academy of Sciences, where she currently serves as Vice-President and Co-Chair of their Outreach Committee. She also serves as a Member of both the Science Sub-committee under the Museum Advisory Committee and the Expert Panel on the Designation of Designated Local Research Institutions.

Deputy Chairman, Sino Group

Mr. Daryl NG Win Kong

Mr. Daryl Ng Win-kong, SBS, JP, is Deputy Chairman of Sino Group.

Mr. Ng founded the Hong Kong Innovation Foundation, an organisation dedicated to supporting Hong Kong’s growth into an international innovation and technology hub. The foundation encompasses a comprehensive innovation ecosystem that includes educational initiatives like Go Code and OC STEM Lab, the sandbox platform of Sino Inno Lab to facilitate co-creation, provision of co-working spaces for start-ups, and partnerships with academia and community partners to incubate business plans and innovative solutions. The foundation also champions proprietary innovations, such as the award-winning City Air Purification System.

Mr. Ng is a member of the Global Leadership Council of Columbia University, a Member of the 12th and 13th Beijing Municipal Committees of CPPCC, the Standing Committee of the 14th Beijing Municipal Committee of Chinese People’s Political Consultative Conference, and the Council for Carbon Neutrality and Sustainable Development. He also serves as a member of the Advisory Council on the Environment, the Culture Commission, the Estate Agents Authority of the HKSAR, and is a Director of the Real Estate Developers Association of Hong Kong. His further commitments include roles as a member of the Board of Directors of the Hong Kong Palace Museum, the Council of the University of Hong Kong, the Court of the Hong Kong University of Science and Technology, the National Heritage Board of Singapore, and the Singapore Management University International Advisory Council.

Mr. Ng holds a Bachelor of Arts degree in Economics and a Master of Science degree in Real Estate Development from Columbia University, and an Honorary Doctor of Humane Letters degree from Savannah College of Art and Design. He is also an Honorary Fellow of both the Hong Kong University of Science and Technology and the Hong Kong Metropolitan University.

HON Elizabeth Quat

Hon. Elizabeth Quat, a Legislative Council Member, is the current Chairman of Panel on Environmental Affairs, Chairman of Subcommittee on Matters Relating to the Development of Smart City, Deputy Chairman of the Committee on Members' Interests, the former Chairman of Panel on Health Services and Panel on Information Technology and Broadcasting. Hon. Quat has founded several non-profit organizations. She is the Founder and Honorary President of the "Smart City Consortium", Founding President of the "Energy Saving & Environment Concern Alliance", one of the founders and former president of "Internet Professional Association". Hon Quat is the Honorary President of International New Energy Industry Alliance, and Advisory Board Member of ESG Consortium, Honorary Advisor of "Institute of Web 3.0 Hong Kong", and Co-chairman of "International Hydrogen Investment Assoication". She is an elected member of the HKSAR Election Committee for the Technology and Innovation Sub-sector, and also was the elected member of the HKSAR Election Committee for the Information Technology Sub-sector in 2006 and 2011.

Hon. Quat was appointed by the HKSAR Government as Member of The Deposit- taking Companies Advisory Committee, Non-official Member of the Task Force on Promoting Web3 Development, Non-official Member of the Green Tech Fund Assessment Committee and Member of the Sub-Committee on Development of Industries under the Advisory committee on the Northern Metropolis.

Her previous official appointments include member of the "Advisory Committee on Innovation & Technology", member of the "Small Entrepreneur Research Assistance Programme Project Assessment Panel" of the Innovation and Technology Fund, Senior Advisory Committee Member of "The United Nations' Global Alliance For ICT and Development", member of the "Digital 21 Strategy Advisory Committee", and member of the "Personal Data (Privacy) Advisory Committee".

Dr. Samson Tam

Dr. Samson Tam is a technology-driven entrepreneur with over 30 years of experience in business management and the founder of "Instant-Dict". He has actively participated in angel investment, demonstrating a keen interest in creating an ecosystem to nurture startups.

Currently, Dr. Tam serves as the Chairman of Group Sense Limited and Hong Kong Industry-University-Research Collaboration Association. He is also a Partner of Hong Kong INNO Angel Fund, Shenzhen Baytech Capital, and Shenzhen Zebras Technology Startup Acceleration, and a member of the Cyberport Investors Network.

Dr. Tam was an elected member of the Legislative Council of Hong Kong (Information Technology), Chairman of Hong Kong Business Angel Network, and Deputy Chairman of HKPC.
