RE-INDUSTRIALISATION

The dynamic economic environment and rapid adoption of new technology have disrupted the industrial landscape in Hong Kong. Re-industrialisation has been gaining momentum with the Government’s policy and funding support. We are seeing more industrialists setting up smart manufacturing lines in the city to upgrade and/or transform their operations in order to stay competitive. Through re-industrialisation, Hong Kong could diversify its economy by attracting more innovative industries, and helping innovators bridge the commercial gap from R&D to industry-grade commercialisation. 

HKSTP plays a pivotal role in re-industrialisation. We manage three Industrial Estates (IEs) in Tai Po, Tseung Kwan O and Yuen Long. Our goal is to support innovation and technology-driven re-industrialisation by providing the land resources*, suitable multi-storey industrial spaces, and an innovation and technology community to facilitate the development of new industrial operations in the IEs. The facilities supporting smart manufacturing include the Precision Manufacturing Centre and MARS Centre at Tai Po Industrial Estate, the DT Hub and Advanced Manufacturing Centre at Tseung Kwan O Industrial Estate, and the upcoming Microelectronics Centre in Yuen Long Industrial Estate.

RE-INDUSTRIALISATION GUIDING PRINCIPLES

“Innovated, Designed and Made in Hong Kong” conveys trust and quality. Industrialists can ride on this strength to enter the Greater Bay Area and the world markets with confidence. In support of the re-industrialisation policy, we are aiming for meritorious projects to be established in the IEs that support the following:

1.​ Output as to economic value-add contribution
2. Investment in CAPEX for equipment together with fit out or building construction
3. High-skilled employment creation
4. Product/Service Technology – Advanced technology content or novel application in the respective products or services
5. Advanced process applied in the manufacturing of products or delivery of services
6. R&D activities and capabilities
7. Local consumption for stable supply chain
8. Sustainability in terms of business, environment or resources

These principles set the direction of supporting the upgrade and/or transformation in the existing operations of companies in the IEs, creating the fabric necessary to enable the productisation of new technologies and world-class manufacturing of high value products, thereby generating new business opportunities, high-skilled employment and a brighter future career for the young generation.

Tseung Kwan O Industrial Estate

The 75-hectare Tseung Kwan O Industrial Estate has a specialised waterfront area for marine access / marine access-related projects. With berthing facilities, this site is well suited for heavy industries, as well as lighter commercial manufacturing and IT / ICT-related services.

Tseung Kwan O Industrial Estate is located at the south-eastern part of Tseung Kwan O New Town. Lohas Park MTR Station is just 2km away from the Estate, which is connected to East Kowloon via Tseung Kwan O Tunnel.

  • Advanced Manufacturing Centre (AMC)
    Slated to open in 2022, AMC is designed to provide agile and smart production facilities for advanced products or processes to meet ever-changing on-demand customer needs.

Yuen Long Industrial Estate

This 67-hectare site caters to a wide range of industries, from pharmaceuticals and biomedical production to logistics services.

Its proximity to Shenzhen Bay Port and Lok Ma Chau Control Point makes Yuen Long Industrial Estate ideal for companies engaging in cross-border business.  With a direct connection to Kwai Tsing Container Terminal via Route 3 and Tuen Mun Highway, the Estate is a hive of production activities.

The town centre of Yuen Long, which is connected to Kowloon by the MTR West Rail Line, is just 1km away from the Estate.

  • Microelectronics Centre (MEC)
    With flexible design dedicated cleanroom and special chemical handling facilities, MEC is established to support the development and pilot production of new generation micro-electronics products.

Tai Po Industrial Estate

Primarily for companies in the areas of food manufacturing, media services and lifestyle goods, the 75-hectare Tai Po Industrial Estate is currently home to local and international brands.

Just 1.5km from the Tai Po town centre, Tai Po Industrial Estate is accessible via the MTR East Rail Line and Tolo Highway.

    An industrial building refurbished into a manufacture base for precision products.
  • MARS Centre
    A refurbished industrial building for production of medical related equipment, materials, and accessory products as well as precision manufacturing.

*Land in IEs have the following characteristics:

  1. The land is under a lease term with expiry date on 30 June, 2047.
  2. Restriction on land use applies.
  3. Sub-letting is not allowed.
  4. Restrictions on mortgages and charges for land apply.
  5. No assignment.
  6. Commitment by the lessee according to the approved admission application including but not limited to investment, commencement of operations, and output etc.
