HKSTP's Aid Package and reduced rental, provided over a 3-year period (2-year for Design-based Incubation Programme; and 4-year for biotech companies at the Biotech Small Enterprise Centre), are conditional on incubatees meeting milestones which are stated in their business plans to be achievable by the end of the 6th month and 18th month (end of the 4th and 12th month for Design-based Incubation Programme) from the commencement of the incubation period, and which are approved by HKSTP. The achievement of these milestones relates to incubatees development including:
- product development status,
- HKSTP support services usage,
- sales and projected profit,
- number of staff employed.
Incubatees that do not achieve their milestones are not entitled to the Aid Package and reduced rental, and must move out of the Small Enterprise Centre.

- Business Support & Development Services include technical & management assistance, training, marketing assistance, aid package and office premises.
- Reduced monthly rental (per sq. ft. gross): HK$9.1 for regular office premises in Small Enterprise Centre; HK$12.0 for office with wet lab in Biotech Small Enterprise Centre.
