1. The STEP is for a non-renewable term of a maximum of 3 years (a minimum of 2 years).
   
2. The licence fee is HK$21.00/sq.ft. gross for technology companies located at Science Park , HK$19.00/sq.ft.gross for design companies located at InnoCentre and HK$23.30/sq.ft.gross for technology companies (whose businesses relate to the design industry) located at InnoCentre. The licence fee covers management fee, electricity, government rent and rate as well as the benefit and support outlined in Point 3. The licence fee is subject to change from time to time to reflect market rental rate.
   
3. A deposit equivalent to 3 months' licence fee and an autopay / standing instruction arrangement for the monthly licence are required.
   
4. A standard licence agreement applies to all STEP licensees.
   
5. Office insurance of Public Liability (Commercial All Risk and Third Party Liability) during occupancy.
   
6. Reporting obligation monthly to HKSTP on: awards obtained (e.g.: IP/patent/trade mark/trade name filed etc.) government funding and investment funding received, company sales revenue and the number of full time and part time employee in R&D & non-R&D.
