Selection Criteria & Process

The Hong Kong Science and Technology Parks Corporation offers developed land at cost on its estates for manufacturing and service industries which can help to broaden the base of industry and upgrade technology levels, thereby benefitting the overall economy of Hong Kong.

Applicants should satisfy the following criteria:

1. The industrial project must be of a nature which effectively prohibits it from being carriedout in an ordinary multi-storey industrial or commercial building available on the open market in Hong Kong.
2. The project must not be classified as an offensive trade under Government regulations.
3. The primary activity must not be storage or warehousing.

Projects most welcome are those which involve:

1. new or improved products or services;
2. new or upgraded technology;
3. high added value based on the use of local material and manpower;
4. products or services for which there is strong demand from local industry;
5. substantial contribution to Hong Kong's exports;
6. significant investment particularly in new machinery and equipment;
7. employment at a higher level of skill.

Apart from manufacturing and service industries, other types of activity including specialized and sophisticated supporting services such as research and development, technical centres, prototype design etc, are also encouraged by the Corporation provided that they cannot be carried out in an ordinary multi-storey industrial or commercial building. All applicants are expected to complete a standard application form and are usually requested to furnish additional information to assist in the assessment of their applications.
