Selection Criteria & Process
The Hong Kong Science and Technology Parks Corporation offers developed land at competitive rates on its industrial estates for manufacturing and service industries; thereby benefitting the overall economy of Hong Kong by broadening its industrial base and upgrading technology levels.
The Admission of companies into the Industrial Estates would be considered in the light of the Mission, Vision and Core Values of the Corporation.
Applicants should satisfy the following criteria:
- The industrial project must be of a nature which effectively prohibits it from being carried out in an ordinary multi-storey industrial or commercial building available on the open market in Hong Kong.
- The project must not be classified as an offensive trade under Government regulations.
- The primary activity must not be storage or warehousing.
Projects most welcome are those which involve:
- new or improved products or services;
- new or upgraded technology;
- high added value based on the use of local material and manpower;
- products or services for which there is strong demand from local industry;
- substantial contribution to Hong Kong's exports;
- significant investment particularly in new machinery and equipment;
- employment at a higher level of skill.
Manufacturing and service industries meeting our admission criteria would be considered for admission and preference will be given to those which involve specialized and sophisticated supporting services such as research and development, technical centres, prototype design etc.

All applicants are requested to complete a standard application form and furnish additional supporting information to assist us in the assessment of the industrial projects. A DEPOSIT equivalent to 5% of the total land premium subject to a maximum of HK$2.5 million shall be submitted together with the formal application. It will be forfeited if the applicant does not accept our offer for whatever reasons. If the application is rejected, the deposit will be refunded in total thereafter without interest within one month. All applications for vacant sites will be assessed against our admission criteria based on their individual merits upon receipt and if there is more than one application, they will be assessed and submitted to our Board together for selection.
